COVID Vaccine Appointments Available
The Fire Department has approximately 400 doses remaining of the 1170 Pfizer vaccines received two weeks ago. The department will store these vaccines and they will be available for future needs, including second dose availability. The vaccines can remain stored in our specialized freezer up to six months. If you would like to receive the vaccine, please contact the Fire Department at 817-503-1465.

Weekly Update from Mayor Newton - April 3
On Friday April 3, Mayor Newton provided a summary of the actions the City has taken in response to the coronavirus.
Colleyville has implemented the First Amended Declaration of Disaster in line with Governor Abbott's Executive Order as well as the directives of President Trump and the CDC. Colleyville's First Amended Declaration of Disaster is in place until Colleyville City Council takes action to discontinue it.
The City has also sent $35 Colleyville To-Go gift cards to every household in Colleyville. A second mailing is expected to go out at the end of next week. Please use these cards to support your favorite restaurants or businesses in town. If you did not receive a gift card, you can call the City Manager's Office at 817.503.1111.
Even though City facilities are closed, staff are still working hard to serve you. Some of our staff have been reaching out to our senior residents in need to connect them to valuable resources. Others work to clean the parks so they can remain open for residents looking to get out of the house.

Update from 9/18/2020
- Retail, restaurants, office-based employers, museums, libraries, manufacturers, and gyms/exercise facilities may expand to 75% capacity beginning Monday, September 21.
- Nursing homes and assisted living centers that do not have active COVID-19 outbreaks may reopen to visitation on Thursday, September 24.
- Hospitals in regions with COVID-19-related hospitalizations under 15% will be allowed to resume ordinary, elective surgical procedures effective immediately.
- Wedding reception venues, movie theaters, amusement parks and waterparks, bowling alleys, and several other businesses will remain at 50% capacity.

Governor Abbott issued a new executive order on June 26 focused on reopening businesses. This newest executive order rolled back a portion of the Open Texas plan in response to a rise in cases and hospitalizations. Mayor Newton has signed an updated proclamation that aligns with the governor's latest order.

Governor Abbott issued several changes this week to further open Texas. We will make formal changes to our proclamation but wanted to get these out to you quickly. For complete information, visit https://open.texas.gov. Below are highlights:
- Retail – 50% occupancy
- Restaurants – 75% dine-in occupancy beginning June 12
- Movie theaters – 50% occupancy
- Gyms/exercise facilities – 50% occupancy
- Library – 50% occupancy
- Office – greater of 10 people or 50% of total office workers

FAQs for Colleyville Businesses
Clarification to Businesses Related to Mayor's Proclamation
The City of Colleyville has received multiple calls regarding the Mayor’s proclamation issued 4/20/20. City officials have been asked by local businesses how the proclamation relates to licenses and regulators’ conditions associated with specific business uses. The city’s proclamation was issued to clarify the implementation of our local disaster declaration.
In some cases, businesses have been told they cannot operate per authority and regulation outside the city’s purview. The city’s action did not release individual business owners from regulations and responsibilities mandated by other agencies unique to their business operation. Instead, we left the decision regarding running the business to the business owner.
We have carefully reviewed Gov. Abbott’s Executive Order (GA16) and believe the City’s Proclamation is aligned with the intent of that Order. We have been in contact with the Attorney General’s Office and expressed our desire to work with their office and the office of the Governor. We applaud the efforts of Governor Abbott and will continue to follow his lead as we work through these challenging times.
City Begins to Re-open City Facilities
Beginning Monday, April 27, the City will begin the process of re-opening City facilities. City Hall will be open by appointment. Utility payments should continue to be conducted online and via the drop box. Below are numbers to call for appointments at City Hall:

The Colleyville Center will be open for one-on-one appointments to discuss facility rental and tours; however, the center remains closed for events. Contact the Colleyville Center at 817-503-1328.
The Senior Center remains closed to the general public, but staff is available for appointments. Programming on a limited basis will resume in the next few weeks. To contact the Senior Center, call 817-503-1197.
Beginning Monday, April 27, the Library will reopen the drive-up window. You may utilize the drive-up service to return materials and pick up requested items. New temporary Library hours are 9 am-6 pm (Monday - Thursday) and 9 am-5 pm (Friday). The at-home delivery service will continue even as the Library reopens. In accordance with Executive Order of County Judge Glen Whitley dated March 24, 2020, Colleyville Mayor Richard Newton issued First Amended Declaration of Disaster and Proclamation of Emergency Regulations. Both the Tarrant County Executive Order and City of Colleyville First Amended Declaration of Disaster take effect at 11:59 p.m. on March 24, 2020. All persons residing within Colleyville should stay at their place of residence to reduce the risk of virus spread but for a few exceptions as outlined in the First Amended Declaration of Disaster. Following the direction of Governor Abbott, Mayor Newton signed a formal Declaration of Disaster for the City of Colleyville. Mirroring the Governor’s Executive Order, the declaration will take effect at 11:59 PM on 3/20/20. Most notably, the declaration limits the size of gatherings to not more than 10 people; limits health clubs, massage establishments, and salons to over-the-counter retail sales; closes theaters; reduces occupancy of commercial buildings and houses of worship; and requires all restaurants to provide take-out, drive-through, or curbside pickup only. It is important to note that the declaration allows for the continuation of grocery stores, pharmacies, medical facilities, and daycare facilities. This latter group was specifically identified by the governor as “critical infrastructure.”

**UPDATE 5/4/20: CITY OFFICES AND FACILITIES ARE REOPENED TO THE PUBLIC. SERVICES ARE OPERATING AS NORMAL.**
Update 3/15/20: As of March 16, the City of Colleyville has closed all of its facilities and offices including City Hall, the Library, and Senior Center to the public. This measure has been put in place to further reduce health risks to employees and to the public. A number of events and activities have been canceled as well.

Simply provide the gift card to the participating restaurant or retailer at the time of purchase and the business will provide the discount.
November 9
To provide a little holiday cheer and assistance, the City of Colleyville is sending out a 3rd $35 Colleyville Christmas gift card. This third card is good through December 31, 2020. Simply provide the gift card to the restaurant or retailer at the time of purchase and the business will provide the discount.
April 9
In continued support of our businesses, the City of Colleyville is sending out a 2nd $35 Colleyville To-Go gift card. This second card is good through April 30th. Please check the link below for a listing of businesses that are accepting the gift card as new businesses have been added!
March 20
The City of Colleyville wants to help our local restaurants and retailers impacted by COVID-19. Colleyville To-Go gift cards with a $35 value were mailed to every Colleyville household in late March. To use, simply provide the gift card to your favorite Colleyville business at the time of purchase.

- Must be used by April 30
- Can only be used once and is not redeemable for cash
- Change will not be provided for purchases below $35

Tarrant County Small Business Grant Program
The Tarrant County Small Business Assistance Grant program is designed to provide financial assistance to small businesses that have been adversely affected by the current COVID-19 public health emergency. The dollar amount of individual grants will be determined by the financial information provided, the number of eligible grant applications received and the funding pool available, with no individual grant being more than $10,000.
Economic Injury Disaster Loan Program
In response to the Coronavirus (COVID-19) pandemic, small business owners in all U.S. states, Washington D.C., and territories are eligible to apply for an Economic Injury Disaster Loan advance of up to $10,000. This advance will provide economic relief to businesses that are currently experiencing a temporary loss of revenue.

Once you register, you will receive confirmation via phone call, text and/or email. Please note that registering only places you in the queue. The timeframe to receive the vaccine is dependent upon individual factors such as age, occupation, and underlying health conditions. You will receive a specific appointment time from Tarrant County when it is your time to receive the vaccine.
