The city's sidewalk construction and escrow standards regarding all new single family and commercial/institutional construction permits, or permits involving improvements valued at more than 50-percent of the existing building improvement value on the most recent certified tax roll follows:

  • The Sidewalk Construction Acknowledgment and Escrow Request Form must accompany all new construction permits as part of the permit submittal.
  • Upon completion by the applicant, the attached form must be reviewed by an authorized Public Works representative.
  • This form must be completed prior to the issuance of the building permit
  • Any escrows authorized by this form must be paid prior to the issuance of the building permit

Applicability for permits not yet finaled and/or issued but under review:

  • For new buildings that are under construction and not finaled, the sidewalk must be constructed prior to the final inspection unless the adjacent street is in an “unimproved” state, the determination of which shall be made by Public Works. In the case of an unimproved street, the applicant may pay the sidewalk escrow in lieu of construction.
  • For new building permits that are currently under review, the sidewalk must be constructed prior to the final inspection unless the adjacent street is in an “unimproved” state, the determination of which shall be made by Public Works. In the case of an unimproved street, the applicant may pay the sidewalk escrow in lieu of construction.
