Sex Offender Ordinance

On October 2, 2024, the Colleyville Council passed a new ordinance setting residence and loitering restrictions for registered sex offenders. The new ordinance prohibits sex offenders (as defined in Chapter 62, Texas Code of Criminal Procedure) from establishing a permanent residence within 2000 feet, or loitering within 500 feet, of Child Safety Zones.

Child Safety Zone- This term encompasses schools, child-care facilities, playgrounds, video arcade facilities, movie theaters, public or private parks, public or private recreational facilities, pools, child water play area, recreational areas, libraries, athletic fields, jogging trails, hiking trails, equestrian trails, and bicycle trails.

Halloween Restrictions- The ordinance also makes it unlawful for sex offenders to have outdoor street-facing lights aglow or to hand out any type of treat during Halloween.

Violation of the ordinance- Punishable by a fine not to exceed $2,000.00 per day of continuing violation.

Property Rental Restrictions- It unlawful for a property owner to rent property to a registered sex offender if the property in question is in the 2000 feet restricted area. 

Existing Sex Offenders- Sex offenders residing in the designated Child Safety Zones, on or before October 2, 2024, are not required to relocate. However, they must comply with all other provisions of the ordinance.
