Line Locate Permits
The Public Works Department provides line locates for anyone working within the public rights-of-way and easements to prevent damage to the water and wastewater system and reduce service interruptions.
EFFECTIVE September 1, 2023 – All Line Locate Permits now need to be applied online through our new Citizen Self-Service Portal, CSS. The online permitting portal will streamline the permitting process. Paper form applications will NO LONGER BE ACCEPTED. All Line Locate Requests must be uploaded to the CSS Portal.

How do I use the Colleyville CSS Permit Portal?
- Create an account with your email address.
- Register your Business.
- Apply for a License as a Franchise Utility Contractor.
- Apply for a Right of Way Permit – Select either Commercial or Residential.
- Commercial (to be Utilized by Franchise Utility Contractors)
- Residential (to be Utilized by Individual Property Owners)
- Submit the line locate request application and supporting documents to be reviewed in PDF format.
- Request Inspections through the CSS portal.

Q. Somebody put colored flags near my curb and drew lines and symbols on the ground. What does this mean?
A. A company is planning on doing work in the area. The flag colors indicate what type of locate was done:
Q. I’m only digging post holes for a fence. Why do I need to have utilities “located”?
A. When doing projects around the house, digging without knowing where underground utility lines are buried can be risky. When underground lines are damaged, vital services and everyday conveniences can become disconnected, not only to your home but to entire neighborhoods and, sometimes, whole subdivisions. By having utilities located prior to excavation, you can dig confidently, knowing the utilities will not be disturbed.
Q. Is the City of Colleyville part of the Texas-811 one-call system for locating underground utilities?
A. No. The City is NOT part of the Texas-811 one-call system. To locate underground utilities other than City water and sewer lines, call Texas-811 a minimum of two business days prior to digging. You must complete a locate request (above) for water and sewer line locates.
